Mexico welcomed " target="_blank">47.8 million international tourists in 2025, a record that underscores the country's position as one of the world's fastest-growing travel destinations. Behind these numbers lies an evolving regulatory landscape: the National Migration Institute (INM) has restructured entry grants, the Tax Administration Service (SAT) has digitized customs, and five major airports have transitioned to electronic immigration systems.

The result is a two-track system where traveler experiences vary radically depending on their arrival airport and documentation readiness. Fly into Cancn, Mexico City, Los Cabos, Puerto Vallarta, or Cozumel, and you'll process through a streamlined digital system with no paper FMM required. Land in Monterrey, Guadalajara, Oaxaca, or anywhere else, and you'll use the traditional paper-based system.

The Digital Airports

Mexico's five fully digital airports represent the country's highest-volume international gateways. Together, they handle the majority of leisure tourism from the U.S., Canada, and Europe. At these airports, immigration officers process entries digitally, scanning your passport and verifying your booking without requiring a paper FMM.

The digital system was introduced to reduce processing times and improve the traveler experience, but it has also created a situation where travelers researching online find conflicting information. Half the sources describe the old system, and half describe the new one.

The Traditional System Everywhere Else

Every other airport, including Monterrey, Guadalajara, Oaxaca, and Mrida, plus all land border crossings, still requires the traditional FMM form. Travelers flying into these airports need to complete the form at the immigration counter, which can add time to the arrival process.

The disparity has created confusion for travelers who assume Mexico's entry system is uniform. A traveler who has visited Cancn multiple times may not realize that Monterrey still requires a paper FMM, and vice versa.

Why the Split Exists

The digitization effort is part of a broader infrastructure push to accommodate Mexico's tourism growth. The country received 18.3 million foreign air tourists in 2025 alone, driven by strong demand from the United States and Canada. U.S. arrivals increased by 23,000 travelers compared with 2024, while the United Kingdom placed third, contributing 407,728 visitors.

The five digital airports were chosen because they handle the highest volumes of international leisure travelers. Digitizing these airports first allowed the government to improve processing times where the impact would be greatest, while leaving smaller airports on the traditional system until infrastructure upgrades can be completed.

What This Means for Travelers

The two-track system has practical implications for how travelers should prepare:

Know your arrival airport. If you're flying into Cancn, Mexico City, Los Cabos, Puerto Vallarta, or Cozumel, you won't need a paper FMM. Every other airport still requires it.

File your customs declaration online before arrival. This applies to all airports, digital or not. The SAT requires electronic customs declarations to be filed before you reach the immigration counter.

Expect different processing times. Digital airports are generally faster, but they also handle higher volumes. Traditional airports may take longer per traveler but often have shorter overall queues.

Prepare for varying levels of questioning. Immigration officers at digital airports have immediate access to your travel history and booking details, which can work in your favor if your documentation is clean. At non-digital airports, the process is more manual, and officers may ask more detailed questions.

Is Infrastructure Keeping Pace?

Mexico's tourism boom has strained entry infrastructure in visible ways. Reports of longer processing times, confused travelers, and inconsistent enforcement of entry requirements have become more common as volumes have grown.

The digital airport system is a step toward addressing these challenges, but it's not a complete solution. Travelers still need to navigate multiple government portals, understand the difference between federal and state taxes, and prepare for varying procedures depending on their arrival point.

A travel-document service, VisaSyst, reported recurring confusion across more than 8,000 customer inquiries about which forms apply to which trips. The findings suggest that despite the digitization effort, traveler uncertainty remains high.

The Outlook

Mexico's tourism ministry has projected continued growth in 2026, with international arrivals expected to exceed 2025 levels. Whether infrastructure can keep pace remains an open question. The digital airport system is a promising start, but broader coordination between immigration, customs, and state-level authorities will be needed to ensure that the traveler experience improves alongside the visitor numbers.
